The Role of the Police in Addressing the Abuse of Aibon Glue Among Teenagers Studi empiris yuridis di wilayah hukum Polres Boalemo

    Abstract
This study aims to analyze the role of the police in addressing the abuse of Aibon glue among adolescents and to identify the factors causing such abuse in the jurisdiction of the Boalemo Police. The study uses an empirical legal method with a qualitative descriptive approach. Primary data were obtained through interviews with police officers, adolescent perpetrators of Aibon glue abuse, and parents, while secondary data were taken from laws and regulations, books, journals, and related documents. The results indicate that the abuse of Aibon glue among adolescents is a form of juvenile delinquency influenced by weak family supervision, peer influence, the residential environment, curiosity, affordable prices, and the lack of clear legal regulations specifically addressing Aibon glue abuse. Data from the Tilamuta Police Criminal Investigation Unit show that 110 adolescents were handled in 2018-2022, consisting of 109 males and 1 female. The police responded through outreach in schools, collaboration with the Social Service and the Boalemo Regency BNN, raids, guidance, data collection, summoning parents, and obtaining statements. Addressing the abuse of Aibon glue requires synergy between the police, families, schools, local governments, and the community, including strengthening regional regulations so that prevention and guidance can be carried out more effectively.

The Role of the Police in Addressing Juvenile Delinquency Due to Alcohol Use Analisis faktor penyebab dan upaya preventif oleh Polres Boalemo

    Abstract
This study aims to analyze the factors that cause adolescents to use alcoholic beverages and examine the role of the Boalemo Police in overcoming juvenile delinquency related to the use of alcoholic beverages. The study uses an empirical legal method with a qualitative descriptive approach. Primary data were obtained through interviews with police officers and adolescents who have used alcoholic beverages, while secondary data were obtained from laws and regulations, books, journals, and related documents. The results indicate that adolescent alcohol use is influenced by weak parental supervision, the influence of social circles, the residential environment, a lack of religious education, socioeconomic conditions, and ease of access to alcoholic beverages. Data from the Boalemo Police show that there were 39 cases of juvenile delinquency related to alcoholic beverages from 2018 to 2022, with a predominance of male perpetrators. The police role is carried out through preventive efforts in the form of socialization in schools, coordination with the Social Services and the National Narcotics Agency of Boalemo Regency, raids, guidance, and the issuance of statement letters for adolescents caught consuming alcoholic beverages. This article emphasizes that overcoming juvenile delinquency due to alcoholic beverages requires synergy between families, schools, the police, local governments, and the community.

Inheritance Rights of Children Born Out of Wedlock Based on Religious Court Decision Number 240/Pdt.G/2022/PA.Mrs Analisis pertimbangan hakim dan batas hak waris dalam hukum Islam

    Abstract
This study examines the inheritance rights of children born out of wedlock based on the Marisa Religious Court Decision Number 240/Pdt.G/2022/PA.Mrs. The focus of the study is directed at the judge's considerations in determining the civil relationship between children born out of wedlock and their biological fathers, as well as the factors influencing these decisions. This study uses a normative-empirical legal method with statutory, conceptual, and case approaches. The legal materials used include the Marriage Law, the Compilation of Islamic Law, Constitutional Court Decision Number 46/PUU-VIII/2010, Indonesian Ulema Council Fatwa Number 11 of 2012, and religious court decisions that are the objects of study. The results show that the panel of judges fully recognizes the civil relationship between the child and the mother, while the relationship with the biological father is limited to the obligation to fulfill living needs until adulthood or independence and the granting of a mandatory will of a maximum of one-third of the inheritance. This decision is influenced by the protection of children's interests, the lack of implementing regulations following the Constitutional Court decision, and Islamic legal principles regarding lineage and inheritance. This study concludes that court decisions attempt to balance the protection of children's rights with the limits of inheritance in Islamic law.

Efforts of the Pohuwato Police Resort in Enforcing and Preventing Criminal Acts of Sexual Violence against Children Analisis faktor penyebab serta strategi pre-emptif, preventif, dan represif

    Abstract
This study analyzes the factors causing sexual violence against children in Pohuwato Regency and the efforts of the Pohuwato Resort Police to prevent and enforce the law against these crimes. This study uses an empirical legal method at the Pohuwato Resort Police, specifically the Women and Children's Service Unit, and is supported by a literature review of laws and criminal law references. The results indicate that the factors causing sexual violence against children include the vulnerability of victims, technological developments and access to pornography, low levels of education and economic conditions, the residential environment, and power relations that facilitate perpetrators in committing crimes. Research data show that there have been cases of sexual violence against children in recent years, such as sexual intercourse and molestation. The efforts of the Pohuwato Resort Police are carried out through routine patrols, legal counseling in schools and villages, increasing public awareness, and repressive actions through investigation and inquiry processes. This study concludes that the prevention of sexual violence against children must be implemented in an integrated manner through pre-emptive, preventive, and repressive strategies involving families, schools, communities, village governments, and law enforcement officials.

Legal Analysis of the Regulations on Ticketing Motorists Who Do Not Have Complete Driving Documents Kajian normatif terhadap penegakan hukum dan penyelesaian pelanggaran lalu lintas

    Abstract
This study aims to analyze the legal regulations for ticketing motorists who do not have or cannot show complete driving documents, as well as the forms of legal settlement for these violations. The study uses a normative legal method with a statutory approach. The main legal materials include Law Number 22 of 2009 concerning Traffic and Road Transportation, the Criminal Procedure Code, Government Regulation Number 80 of 2012, and Regulation of the Chief of Police Number 9 of 2012. The results indicate that the obligation to carry and show a Driving License and Vehicle Registration Certificate is inherent in every motorist. Enforcement of these violations is legitimate as long as it meets legal procedures, is carried out by authorized officers, is accompanied by a warrant in periodic or incidental inspections, and is resolved through a rapid examination mechanism based on a court order. This article emphasizes that the settlement of traffic tickets should not be carried out through the practice of amicable fines because this is contrary to legal certainty and has the potential to damage the legal culture of society. Traffic law enforcement must be objective, proportional, transparent, and still provide space for the community to improve compliance with vehicle administration.
